Do you have

  • Proven, substantial experience in large scale humanitarian responses including working with partners and different crisis contexts, including first phase?
  • Substantial experience in the development and implementation of MEAL processes particularly in humanitarian responses, covering conflict, climate-driven and complex emergencies, as well as natural disaster crises?
  • Ability and experience leading strategically on areas related to quality and knowledge management systems and processes, reports, creation of practical tools and their dissemination. Strong conceptual, analytical, and critical thinking?

The Role:

Oxfam's Global Humanitarian Team is looking for our next MEAL & KM Lead to play a key role in steering Oxfam's work in humanitarian monitoring, evaluation, accountability, and learning (MEAL) and knowledge management.

This position focuses on improving the understanding and quality of Oxfam's humanitarian responses, fostering evidence-based decision-making and program adaptation, and enhancing the organization's influence in the sector.  The role also ensures that Oxfam’s Humanitarian Approach, including strong community engagement and affected populations’ feedback, safe programming, local humanitarian leadership and a feminist approach is adopted throughout the global program.

Location:

This role can be located in a country where Oxfam has a presence, subject to Oxfam’s ability to employ in that location, the affordability of doing so and right to work requirements being met. Due to legal constraints, it is not currently possible for this role to be based in some Oxfam locations. These include, but are not limited to, Brazil, France, and Italy. Follow this link to see where we work as a guide to where Oxfam may have the ability to establish a contract of employment.  Please note for this role we cannot establish a national employment contract outside of these locations.

Please let us know your preferred Oxfam location.  As Oxfam is unable to guarantee the obtaining of a work permit for this role, in most cases candidates must have and be able to retain the legal right to work in their preferred Oxfam location - for most people this would be where they currently live and have legal right to work.

If you wish to be located in an Oxfam location where you do not already have the legal right to work, please make that clear when stating your preferences and whether this would involve relocation. We can commit to looking into the potential of supporting a work permit application for the selected candidate if required, but as mentioned above we cannot guarantee the ability to obtain a work permit for this role and there may be limited relocation support.

Eligibility Criteria
Proven, substantial experience in large scale humanitarian responses including working with partners and different crisis contexts, including first phase 
Social science background with knowledge of social research methods and tools as well as knowledge management.  
Substantial experience in the development and implementation of MEAL processes particularly in humanitarian responses, covering conflict, climate-driven and complex emergencies, as well as natural disaster crises. 
Ability and experience leading strategically on areas related to quality and knowledge management systems and processes, reports, creation of practical tools and their dissemination. Strong conceptual, analytical, and critical thinking.  
Understanding of programme quality and knowledge management issues in humanitarian context.  
Understanding of accountability to affected populations and the CHS. 
Excellent understanding and practical experience on how quality MEAL and knowledge management can support improvements in the quality of humanitarian work.
