1.NDC Partnership Embedded Advisor to develop the Climate Finance Resource Mobilization Strategy (CFRMS) for Seychelles

Seychelles submitted its updated Nationally Determined Contribution (NDC) to the United Nations Framework Convention on Climate Change (UNFCCC) on July 30th, 2021. The NDC emphasizes the importance of financial support for successful implementation. Seychelles is vulnerable to climate change impacts, particularly sea level rise and increased storm severity, which create coastal hazards and increase vulnerability. Key socio-economic sectors are sensitive to climate change, including natural habitats, biodiversity, coastal zones, human settlements, agriculture, water resources, fisheries, and human health.

The government prioritizes the fight against climate change, aiming to lower GHG emissions to 817 ktCO2eq by 2030 and improve energy and water security. Seychelles requires approximately USD 670 million to implement its NDC, requiring significant support from domestic and international partners. The Ministry of Finance National Planning and Trade seeks technical support for the development of a Climate Finance Resource Mobilization Strategy and action plan for Seychelles' NDC implementation.

In order to complete the project, it will be necessary to review the Climate Investment Planning and Mobilisation Framework (CIPMF), which was created by the Green Climate Fund and the NDC Partnership. It will also be necessary to identify areas of overlap in the investment plans that already exist, prioritise evidence-based investment needs, draft a Climate Finance Resource Mobilisation Strategy, analyse financing opportunities, interact with stakeholders, pinpoint potential roadblocks, establish a comprehensive finance plan, and create a pipeline of project concepts in important investment areas.

Specific Tasks and Activities

The document outlines a process for identifying investment needs in the Seychelles climate sector, including analyzing climate finance reports, identifying synergies, and assessing system-wide resource mobilization arrangements. It also discusses the feasibility of various financing mechanisms, including climate funds, grants, concessional loans, private investments, crowd funding, and blended financing. The document also outlines the development of project concepts, engagement with financial partners, and strategic partnerships with key donors. It also outlines the draft of a Climate Finance Resource Mobilisation Strategy, a detailed action plan, and a validation workshop for the strategy. The document concludes with a call for improved climate finance tracking measures.

Conditions

▪ A master's degree in sustainable development, public finance, economics, or climate finance, or a related discipline;

▪ At least ten years of experience in climate/environment finance, sustainable development, and results-based management in Small Island Developing States (SIDS); ▪ Proven track record of working in climate change tasks in SIDS, such as resource mobilisation for climate finance, mitigation and adaptation action, project proposal and pipeline development, innovative finance instrument design and packaging, and results-based management; ▪ Proven ability to manage and align various stakeholder groups, including development agencies, non-state actors/civil society, financial institutions, the private sector, and others; ▪ Excellent writing, editing, digital, and oral communication skills; ▪ Fluency in English

2.NDC Partnership In-Country Facilitator (Partnerships Specialist) Lao PDR

The NDC Partnership seeks an experienced professional to ensure the smooth implementation of the Country Engagement Process by supporting ongoing coordination efforts between the Support Unit of the NDC Partnership, the various members of the Partnership, and the government of LAO PDR.

Education ; Ideally, one should have a master's degree in public policy, development, environmental management, natural resource management, climate change, or a related subject of study.

It is necessary to have a bachelor's degree in a related field and two more years of relevant work experience.
